Democracy means rule by the people: public power comes from the people. In Sweden, voters choose political representatives in free, secret and recurring elections. Sweden is also a constitutional monarchy, so the monarch is head of state but has no political power. For this topic, you should be able to distinguish the roles of Parliament, the Government, regions, municipalities and public authorities.

Elections, parties and representation

Ordinary elections to Parliament, regions and municipalities are held every four years, while elections to the European Parliament take place every five years. Parliamentary elections are proportional: a party’s share of seats should broadly reflect its share of the vote. Voting is secret, and nobody has to reveal their choice. Joining a party, demonstrating, signing a petition and contacting elected representatives are ways to influence politics between elections.

Parliament, government and local autonomy

The Riksdag passes laws, decides the central government budget and tests who can serve as prime minister. The Government governs the country and carries out policy within the framework decided by the Riksdag. Municipalities are responsible for services such as schools and social services, while regions have major responsibility for healthcare. State agencies apply the law and may not be directed by ministers in individual authority decisions.
