What UHR recommends
In its final report dated 30 September, UHR says the reading and listening test cannot be introduced by 1 October 2027. It instead recommends launching that stage in autumn 2029.
UHR proposes a digital test from the start and says an interim paper test would save neither time nor money.
Writing and speaking no earlier than 2030
UHR assesses that the third stage, testing written and spoken Swedish, could be introduced no earlier than 2030. Recruiting enough qualified assessors is one of the main challenges.
These dates are UHR’s planning assessment. They are not binding until the government decides the next timetable.
The society-knowledge test continues
The Swedish Migration Agency says the recommendation does not affect the test about Swedish society. The next sitting is planned for April–May 2027; its exact date, venues, question count and duration remain unpublished.
UHR released the results on 22 October. About 80% of the 875 candidates passed, and the threshold was 28 out of 40 points.
The Swedish-language requirement remains
Postponing the test does not remove the requirement to demonstrate Swedish-language knowledge. The Migration Agency lists several forms of accepted evidence, including specified Swedish-language grades, the highest sfi course, certain Nordic grades and Tisus.
The Migration Agency decides what applies in each citizenship case. Provkollen cannot assess whether a particular document satisfies the requirement.
